Also present were Allen Buechel, Erin Gerred, Chelsea Brocker, Tammy Pinno Supple, Stacie Basler, Brenda Schneider, Sam Tobias and Lisa Freiberg.

 

1. Call meeting to order.

Chair Ryan called the meeting to order at 3 p.m.

 

2. Approve minutes of the September 3, 2019, meeting.

Motion (Will/Depperman) to approve the minutes. Motion carried.

 

3. Members of the public who wish to address the committee on specific agenda items must register their requests at this time, with such comments subject to the reasonable control of the committee chair, as set forth in “Robert’s Rules of Order.”

There was no public comment.

 

4. In Rem No. 47.

Motion (Kolstad/Will) to move into closed session at 3:01 p.m. A roll call vote was taken (Ryan, aye; Depperman, aye; Farrell, aye; Kolstad, aye; Will, aye) and the motion carried. The committee returned to open session at 3:21 p.m.

 

5. Report on cash on hand and investments for August 2019.

Treasurer Brenda Schneider provided the report. Motion (Kolstad/Farrell) to receive the report and place on file. Motion carried.

 

6. Resolution authorizing the proper county officials to enter into an agreement with the city of Fond du Lac for collecting and processing first and full payments of real estate property taxes, special assessments, special charges and special taxes for those parcels located in the city of Fond du Lac and to revise the per parcel fee.

Ms. Schneider explained the resolution. Motion (Depperman/Kolstad) to approve the resolution. Motion carried.

 

7. In Rem No. 49 status report.

Ms. Schneider provided an update on In Rem No. 49 properties.

 

In Rem No. 49-37 – city of Fond du Lac, 26 Southern Edge Court, owner Southern Edge Estates, LLC:  On Sept. 9, Ms. Schneider emailed the municipal purchase form and terms and conditions.

 

In Rem No. 49-46 – city of Waupun, 120 E. Franklin Street, owner Cheryl M. Duket:  Ms. Duket repurchased on Sept. 9.

 

In Rem No. 49-58 – town of Eldorado, vacant property, owners Robert W. and Tracey L. Tackett:  Bid opening is Oct. 8.

 

In Rem No. 49-60 – town of Empire, vacant property, owner Melvin E. Meyer:  On Sept. 9, Ms. Schneider emailed the municipal purchase form and terms and conditions.

 

In Rem Nos. 49-64 and 49-65 – town of Fond du Lac, vacant properties, owner Southern Edge Estates, LLC:  On Sept. 9, Ms. Schneider emailed the municipal purchase form and terms and conditions.

 

In Rem No. 49-68 – town of Lamartine, N5724 Fairview Road, owner Janice G. Voskuil:  Bid opening is Oct. 8.

In Rem No. 49-75 – village of North Fond du Lac, 601 Michigan Avenue, owner Vossekuil Properties, LLC:  On Sept. 9, Ms. Schneider emailed the municipal purchase form and terms and conditions. 

 

In Rem No. 49-78 – village of North Fond du Lac, 1122 Michigan Avenue, owner Randal J. Clapper:  Mr. Clapper repurchased the property on July 31.

 

In Rem No. 49-98 – village of Oakfield, 106 N. Putnam Street, owner Keith G. Ingalls:  Bid opening is Oct. 8.

 

8. Possible reconsideration of excluding from In Rem No. 50 two properties in the village of Campbellsport owned by Arushupinder Singh Chahal.

Postponed to October.

 

9. Resolution allocating $477,540 from the Reserve-County Sales Tax Account to balance various departmental budgets.

County Executive Allen Buechel explained the resolution. Motion (Depperman/Kolstad) to approve the resolution. Motion carried.

 

8. Possible reconsideration of excluding from In Rem No. 50 two properties in the village of Campbellsport owned by Arushupinder Singh Chahal.

Sam Tobias provided information on the properties and the potential timeline of when a report from the Department of Natural Resources may be received.

 

10. Report on the progress of the Hotel Retlaw project.

Mr. Buechel provided a report.

 

11. Preliminary report on the 2020 Fond du Lac County Budget by County Executive Allen J. Buechel.

Mr. Buechel gave an update.

 

12. Resolution recognizing Darlene Hanke, Ann Kaiser and Cathy Mikle for their dedicated service and contributions to Fond du Lac County.

Motion (Will/Farrell) to approve the resolution. Motion carried.

 

13. Report on mileage, per diem and expenses for August 2019.

Motion (Depperman/Kolstad) to approve the report. Motion carried.

 

14. Approve extra meetings.

None.

 

15. Approve bills.
