Also present were Paul Tollard and Laurie Koeck.

 

1. Call meeting to order.
Mr. Giese called the meeting to order at 4:15 p.m.

 

2. Approve minutes of the October 1, 2019, meeting.

Motion (Cooper/Abel) to approve the minutes. Motion carried, 3-0.

 

3. Members of the public who wish to address the committee on specific agenda items must register their requests at this time, with such comments subject to the reasonable control of the committee chair, as set forth in “Robert’s Rules of Order.” 
There was no public comment.

 

4. Presentation by Laurie Koeck requesting approval of the 2020 United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service budget, 2019 crop prices, 90 percent harvest date, and 2020 deer donation approval

Laurie Koeck presented her reports. Motion (Giese/Cooper) to approve the USDA Animal and Plant Health Inspection Service 2020 budget. Motion carried, 4-0. Motion (Cooper/Theel) to approve the 2019 crop prices.  Motion carried, 4-0. Motion (Theel/Abel) to approve the 2020 deer donation program participation. Motion carried, 4-0.

 

5. Approval of the Wisconsin Department of Agriculture, Trade and Consumer Protection cost-share funds transfer agreement with Columbia County

Paul Tollard gave an update on the DATCP SEG cost-share funds transfer agreement with Columbia County.  Motion (Theel/Giese) to approve the transfer agreement. Motion carried, 4-0.

 

6. Approval of the 2020 Wisconsin Department of Natural Resources multi-discharger variance funding application.

Mr. Tollard presented the 2020 WDNR multi-discharger variance funding application. Motion (Giese/Cooper) to approve the application. Motion carried, 4-0.

 

7.  Approval to waive a portion of the administration fee for the Katherine Davies Conservation Reserve Enhancement Program contract

Motion (Abel/Cooper) to waive a portion of the administration fee for the Katherine Davies Conservation Reserve Enhancement Program contract, setting the maximum fee at $500. Motion carried, 4-0.

 

8. Discussion and possible approval of a letter of commitment for the Milwaukee River Watershed USDA Regional Conservation Partnership Program. 

Mr. Tollard presented a letter of commitment for the Milwaukee River Watershed USDA Regional Conservation Partnership Program. Motion (Abel/Giese) to approve the letter of commitment. Motion carried, 4-0.

 

9. Discussion on a potential agreement with Alliance for the Great Lakes regarding cost-share funding in 2020 for a multi-species forage program.

Mr. Tollard provided an update on the status of potential multi-species forage project funding from Alliance for the Great Lakes.

10.  Discussion regarding the Land & Water Conservation Department office lease.

Mr. Tollard provided an update on the LWCD Agriculture Service Center office lease.

11. Future agenda items and meeting date

The next meeting is at 4 p.m. on Tuesday, Dec. 3, in the conference room at the USDA Service Center. 

 

12. Adjournment.

Motion (Giese/Cooper) to adjourn the meeting at 5:20 p.m. Motion carried, 4-0.
