Minutes

A meeting of the Land Conservation Committee was held on Thursday July 12, 2007, at 10:00 A.M. at the Agriculture Service Center, with the following members present: Costello – 10:00 A.M. to 11:38 A.M., Kelroy – excused, Madigan – 10:00 A.M. to 11:38 A.M., Muentner –10:00 A.M. to 11:38 A.M., and Wetzel – absent. Also present: Lynn Mathias, Adam Dowling, and John White, NRCS.

Meeting was called to order at 10:00 A.M. by Chairman Costello.

Motion by Madigan, seconded by Muentner to approve the LCC minutes of June 14, 2007, as received. Motion carried 3-0.

The committee discussed the Fond du Lac County five year Land & Water Resource Management Plan that was presented to them at the June 14th meeting of the LCC. After some discussion there was a motion by Costello, seconded by Madigan, to approve the plan as presented and submit a resolution to the County Board requesting its approval of the Plan. Motion carried 3-0.

Chairperson Costello discussed the possibility of holding a prescription medication clean sweep in Fond du Lac County. Motion by Costello, seconded by Madigan to pursue the development of a prescription medication disposal program in Fond du Lac County. Motion carried 3-0.

There was no public input.

Representatives from FSA and Rural Development where unable to attend this month’s meeting. They will be re-scheduled for next month.

John White, who is the new NRCS Assistant State Conservationist for our area of the state, introduced himself to the committee. John’s office is in Juneau and he services 17 county field offices. John talked about some of the programs NRCS administers and about the new Farm Bill that is being proposed by USDA. Addition staff will be added to the area office soon to assist field office and county staff with conservation planner certification and training activities.

Lynn presented the committee with eight new priority watershed cost share agreements. The agreements are for the development and implementation of nutrient management plans in the Fond du Lac River Watershed. Motion by Madigan, seconded by Costello to approve the cost share agreements. Motion carried 3-0.

Lynn presented the committee with a SWRM Grant Reimbursement Request. The request seeks reimbursement for eligible staff expenses from DATCP for the first half of 2007. The request is in the amount of $151,232. Motion by Muentner, seconded by Madigan to approve the Grant Reimbursement Request and submit it to DATCP for payment. Motion carried 3-0.

Adam and Lynn presented the field office report. Lynn reported on several grants he is negotiating with EPA and NRCS for activities in the Rock River Watershed. He also stated that DNR is working on establishing a Total Maximum Daily Load (TMDL) program for both the Rock River and Parsons Creek in Fond du Lac County. Lynn reported that he has been working on permits for erosion control and stormwater management for the three wind farms that are being constructed in Fond du Lac County. He also reported on several large storage projects that are currently under construction. Adam reported that he has been doing a number of status reviews for the various Federal Programs his agency is responsible for. He also reported on a number of projects that his staff are installing through EQIP. Motion by Madigan, seconded by Muentner to accept the field office report and place on file. Motion carried 3 -0.

There was no correspondence for review.

Lynn indicated that the LCC chairperson will be expected by the State Land & Water Conservation Board to attend their meeting in Chilton on August 7th to help present the Fond du Lac County LWRM Plan to the Board. Motion by Muentner, seconded by Madigan to approve the extra meeting of August 7th. Motion carried 3-.0

Mr. Madigan reported that one of his neighbors will be using a new system for injecting manure into fields that will be no-tilled next planting season. The new system will not disturb as much soil as other injection systems do.

Next regular meeting of the LCC will be held on Thursday August 9, 2007, at 10:00 A.M., at the Agriculture Service Center, W6529 Forest Avenue, Fond du Lac.

Motion by Muentner, seconded by Madigan to adjourn. Motion carried 3-0.
