Executive Committee

Minutes

A meeting of the Executive Committee was held on Monday, July 30, 2007 @ UW-Extension Office @ 6:00 P.M. with the following members present:

BONLANDER, 6:00 to 7:50 p.m.

COSTELLO, 6:00 TO 7:50 p.m.

FARRELL, 6:00 to 7:50 p.m.

FLOOD, 6:00 to 7:50 p.m.

HELLER, 6:00 to 7:50 p.m.

OTTERY, 6:00 to 7:50 p.m.

RIES, 6:00 TO 7:50 p.m.

SENSENBRENNER, 6:00 to 7:50 p.m.

STENZ. 6:00 to 7:50 p.m.

Also present: Allen Buechel, Ellen Sorensen and Joyce Buechel (see citizen’s attendance sheet)

Meeting called to order by Mr. Farrell at 6:00 p.m.

Motion (Flood/Costello) to approve minutes of the July 12, 2007 meeting. Motion carried.

Discussed committee restructuring.

Presentation was given by Mark O’Connell and Michael Blaska of the Wisconsin Counties Association on reorganization. They explained the function of the supervisor’s job is dealing with policy. Such as comprehensive plans, budget, ordinances, resolutions, etc. They suggested Chuck Law of the Local Government Center to do a presentation to the committee. Mr. Law will be contacted and requested to attend the next meeting.

Chair Farrell requested that the committee review the Racine County board structure as they have a smaller county board and use a county executive form of government. The committee also discussed how Wood County has chosen to restructure their committees with their downsizing. The committee requested information form Wood County on the number of supervisors serving on each committee and how they report.

Review of county board supervisor’s compensation for all 72 counties and how that compensation is structured. Discussed supervisor’s compensation.

Discussed timeline for submitting and reviewing material prior to board meetings. Joyce Buechel explained the process the Clerk of Courts office uses to expedite materials to the board members. The process right now allows committees to complete their work for inclusion in the board packets. If materials were sent out any earlier committees may not have adequate time to completer their work thus leading to an increase in supplemental agenda for the county board meetings.

Future agenda items: compensation discussion, Chuck Law, Local Government Center, department head committee reporting structure, and Wood County.

Next meeting date: August 20, 2007 at 6:00 p.m.
