1. Call meeting to order.

Chair Klein called the meeting to order at 9 a.m.


2. Introduction of members/guests.

Introductions were made.


3. Approve minutes of the September 13, 2017, meeting.

Motion (Will/Zorn) to approve the minutes. Motion carried.


4. Members of the public who wish to address the commission on specific agenda items must register their requests at this time, with such comments subject to the reasonable control of the commission chair, as set forth in “Robert’s Rules of Order.”

Judge Peter Grimm requested that a future agenda item be a presentation on noncompliance with ignition interlock devices.


5. Discuss of the Wisconsin Strategic Highway Safety Plan.

Rick Olig requested that this item be added to the next meeting’s agenda. The state is not ready to roll out the plan.


6. Review fatal and serious injury crashes for the last three months.

Chair Klein reviewed the Nov. 18 fatality at South Park Avenue and East 2nd Street. Capt. Waldschmidt reviewed a fatality that occurred on Dec. 6 at US Highway 151 and Towne Road.


7. Roundtable discussion.

a. Wisconsin Department of Transportation.

Representing the Wisconsin Department of Transportation, Rod Hamilton updated the commission on 2018 projects that will affect State Road 23 from Lafayette Street in the village of Rosendale to Townline Road. He also discussed sections of US Highway 45 near and within the village of Eden and various road projects within the county.


b. City Police.

Chair Klein reported on behalf of the city police and Department of Public Works. Reconstruction of Fond du Lac Avenue and South Main Street will be 2018 projects.


c. Sheriff’s Office

There was no report.


d. State Patrol.

Sgt. Newman reported that one additional staff member begins in January, bringing the total to seven. Today brought the first significant snow of the season with good road conditions in this area; however, there were deteriorating road conditions to the north. Sgt. Newman left after his report.

e. Health Department.

There was no report.


f. Education.

There was no report.


g. Bureau of Transportation Safety.

Rick Olig reported on behalf of Mike Panosh. Mr. Olig gave a reminder of the Drive Sober mobilization movement occurring between Dec. 15 and Jan. 1. He also gave a reminder to file reports in January to qualify for grant funding. Year-to-date, there have been 568 fatalities statewide; there were 572 in 2016. Numbers are higher than the five-year average. Mr. Olig gave an update on recently signed laws and a short presentation on the Community Maps website, which will be live on Jan. 1.  


h. Department of Public Works.

Chair Klein included this report in item 7b.


i. Highway Department.

Ryan Sommer reported that Military and Pioneer are open to through traffic. The traffic flow at Mercury Marine has been improved with the installation of traffic lights. The sign that may have been causing visibility issues by the Hickory Street Kwik Trip driveway has been relocated. Rumble strips at County Road TC and State Road 26 have been installed.


j. County Board.

There was no report.


k. Moraine Park Technical College.

There was no report.


l. Legal.

There was no report.


8. Future agenda items and meeting date.

The next meeting is at 9 a.m. on Wednesday, March 14. Future agenda items include the Wisconsin Strategic Highway Safety Plan and noncompliance with ignition interlock devices presentation.
