1. Call meeting to order.

Chair Will called the meeting to order at 5:30 p.m.


2. Approve minutes of the August 7, 2019, meeting.

Motion (Kaufman/Giese) to approve the minutes. Motion carried.


3. Members of the public who wish to address the committee on specific agenda items must register their requests at this time, with such comments subject to the reasonable control of the committee chair, as set forth in “Robert’s Rules of Order.”

There was no public comment.


4. Fairgrounds.                                 

Fairgrounds Manager Craig Walters discussed the proposed 2020 budget that was submitted for consideration. Capital items included in the budget are new concrete in grandstand area, electrical panel upgrade, replace hot water heater in Rec Center, gates for crowd control and traffic issues around grounds, repair/replace fence around storage building, and replace panic hardware for exit doors in Expo Center.


5. UW-Extension.

Area Extension Director Cindy Sarkady discussed the proposed 2020 budget that was submitted for consideration. She explained budget increases were related to upgrading cable internet access four-input scaler with DPT output in Room 205/206, the purchase of two computers, and the ag educator shared with Dodge County. Ms. Sarkady also discussed efforts that helped the 2020 budget, including the receipt of almost $7,000 annually from Extension to offset costs for postage and postage meter rental, the shared cost of purchasing computers for the positive youth development educator with Washington County, and the shared cost of the ag position with Dodge County and the positive youth development educator with Washington County.


6. Rolling Meadows Golf Course.

a. Golf Course Manager David Brandenburg highlighted the September 2019 Golf Course Report provided to the committee. The report included golf course conditions and golf course and clubhouse works in progress. He also reviewed rounds and revenues and events in the meeting room.


b. Mr. Brandenburg provided the 2020 requested budget report. He highlighted the clubhouse operating budget. He also explained the capital expenditures requested, which include a bedknife grinder, heavy duty utility cart, medium duty utility cart, sprayer, sand rake, air compressor, two laptop computers, and printer.


7. Planning and Parks.                   

Planning and Parks Director Sam Tobias provided the proposed 2020 budget for Planning and Parks. The proposed planning budget includes two computer replacements, a stand-up desk device, and the county comprehensive plan. The proposed trails budget includes stone base material and asphalt for 6.2 miles of the Plank Trail between Division Road and 7 Hills Road. The proposed budget includes money for renovations at Camp Shaginappi and replacement of a pickup truck.

8. Future agenda items and meeting date.

The next meeting is at 5:30 p.m. on Tuesday, Oct. 1. Future agenda items:  Hobbs Woods trail improvements, Hobbs Woods dog leash ordinance, Columbia Park signage (referred by highway committee), ATV usage on Wild Goose Trail discussion, and agricultural land rental lease.


9. Adjournment.                              

Motion (Kaufman/Rickert) to adjourn the meeting at 6:45 p.m. Motion carried.
