1. Call meeting to order.

Vice Chair Bill Tadych called the meeting to order at 9 a.m.


2. Introduction of members/guests.

Brian Heiden was present from the Wisconsin Department of Transportation.


3. Approve minutes of the December 11, 2019, meeting.

Motion (Will/Zorn) to approve the minutes. Motion carried.


4. Members of the public who wish to address the commission on specific agenda items must register their requests at this time, with such comments subject to the reasonable control of the commission chair, as set forth in “Robert’s Rules of Order.”

There was no public comment.


5. Review fatal and serious injury crashes for the last three months.

Vice Chair Tadych gave a brief summary of the fatal crash that occurred in the city of Fond du Lac on March 6. More information will be provided at the next meeting.


6. Update on the request for a speed study on STH 23 between Whispering Springs Drive and CTH UU.

The official report will be available soon. The county has additional patrol enforcement in the area. The commission would like the final report on the next agenda.


7. Discuss comments received and provide a recommendation regarding a proposal to install rumble strips on east-and westbound CTH F at the intersection with CTH W in the towns of Eden and Osceola to alert drivers of upcoming stop signs.

There was discussion on the recommendation. Motion (Will/Zorn) for the Highway Department to analyze signage in the area of the intersection and possibly add more signage or use reflective signage. Motion carried. The commission would like this item monitored and reviewed in six months.


8. Roundtable discussion.

a. Wisconsin Department of Transportation.

Scott Nelson gave an update on Wisconsin Department of Transportation projects, including the State Road 23 west project and the State Road 67 east and west of Campbellsport summer projects.


b. City Police.

There was no report.


c. Sheriff’s Office

Vice Chair Tadych provided last quarter’s numbers. There were 387 reportable or non-reportable runoffs compared to 499 non-reportable runoffs during the same quarter a year ago. There were 31 injury accidents compared to 17 injury accidents during the same quarter a year ago. The year 2019 ended with eight fatalities, which is lower than the average. Lt. Eric Halbach reported on applying for and possibly obtaining a speed grant for June, July, August and possibly extending into September.


d. State Patrol.

Sgt. Luke Newman reported that it has been a quiet winter with some runoffs. Four troopers are being hired for the Fond du Lac County jurisdiction. After June, there will be a total of nine troopers in the county. Sgt. Newman is working on upcoming aircraft details, which will include 23 west with the construction going on.


e. Health Department.

There was no report.


f. Education.

There was no report.


g. Bureau of Transportation Safety.

Rick Olig provided accident and accident-related death statistics. He explained the Place of Last Drink program. The Governor’s Conference on Highway Safety will be Aug. 18-20. Mr. Olig gave a brief update on legislation.


h. Department of Public Works.

There was no report.


i. Highway Department.

Tom Janke showed a work zone safety video, which will soon be available to the public, including driving schools. He also showed the availability of Fond du Lac County Highway Department videos on YouTube. Upcoming highway construction projects are listed on the Highway Department’s web page. Fond du Lac Avenue/Rienzi Road is the big summer project.


j. County Board.

There was no report.


k. Moraine Park Technical College.

There was no report.


l. Legal.

There was no report.


9. Future agenda items and meeting date.

The next meeting is at 9 a.m. on Wednesday, June 10. The final report from No. 6 of this agenda will be on the next agenda. No. 7 will be reviewed in six months.
