Protection of Persons and Property Committee



Convened at 5:30 P.M. Adjourned at 6:50 P.M.

A meeting of the Protection of Persons and Property Committee was held on Wednesday, July 11, 2007, at the Government Center, Room H, with the following members present:

Ries – 5:30 to 6:50 P.M.

Schmitz – 5:30 to 6:50 P.M.

Duffy – absent

Saul – absent

Tank – 5:30 to 6:35 P.M.

Also present: Allen Buechel, Mick Fink, Ernst Clarenbach, David Brandenburg, Tony L. Zelhofer, Mary Lopno, Dr. Doug Kelley and Michael O’Rourke

Meeting was called to order at 5:30 P.M.

Motion (Tank/Schmitz) to approve the minutes of the June 6 and 7, 2007, meetings. Motion carried.

No citizen’s input.

Dave Brandenburg presented the ten-year financial report for the golf course.

Ernst Clarenbach explained a resolution opposing proposed amendments to Wisconsin Administrative Code Chapter NR115. Motion (Schmitz/Tank) to postpone action on the resolution until possible input is given from a DNR representative, Sam Tobias or environmental groups who support the proposed amendments. Motion carried.

Dr. Doug Kelley presented the monthly Medical Examiner’s report. The report noted that referrals are on track and improvements to facilities are ahead of schedule. Motion (Tank/Schmitz) to accept the report and place it on file. Motion carried.

Michael O’Rourke presented the monthly District Attorney’s report. The attorney for the sexual assault/abuse cases, funded by a Violence Against Women Act federal grant through the State Office of Justice Assistance, begins work in October. Meetings with the County Executive are planned to discuss space issues. Motion to accept the verbal report (Schmitz/Tank). Motion carried.

Mary Lopno presented the monthly Child Support report. Motion to accept and place on file (Schmitz/Tank). Motion carried.

Tony Zelhofer presented the monthly Communications/Emergency Management report. The committee thanked Tony for his service during the June PPP meeting when he was busy with a weather contingency. Motion to accept the report and place on file (Schmitz/Tank). Motion carried.

Mick Fink presented a resolution authorizing out of state travel for Sgt. Renee Schuster to attend an accelerated Drug Recognition Expert Training Program in Phoenix. Motion to approve and forward to County Board (Schmitz/Tank). Motion carried.

Sheriff Fink presented a resolution increasing process fees in his office. Motion to approve and forward to County Board (Schmitz/Tank). Motion carried.

Sheriff Fink presented the Sheriff’s Office monthly report. He noted that the video system is working between the jail and courts for initial hearings, resulting in safer court rooms and cost savings. Motion to accept and place on file (Schmitz/Tank). Motion carried.

Allen Buechel reported that he has selected Erin Gerred as Director of Communications and Emergency Management. His selection will be forwarded to the County Board for approval. Mr. Buechel also reported on the Radio Communication Interoperability Project, stating that Labor Day 2008 is the estimated time for completion.

The monthly Code Enforcement and Metallic Mining/POWTS reports were postponed until the next meeting.

The next meeting dates were tentatively set as August 6 and 8, 2007, at 5:30 P.M.
