Airport Zoning Bd of Appeals

A meeting of the Airport Zoning Board of Appeals was held at 6:05 P.M., Thursday, January 7, 2010 @ Govt Center, Room G with the following members present.
Laper – absent
Schmitz – 6:05 P.M. to 6:42 P.M.
Berger – 6:05 P.M. to 6:42 P.M.
Leasa – 6:05 P.M. to 6:42 P.M.
Koenigs – 6:05 P.M. to 6:42 P.M.
Also present: Sam Tobias and John Wehner (see citizen attendance sheet)
Motion (Berger, Jr/Leasa) to have Sam record the minutes. Motion carried.
Motion (Koenigs/Berger) to approve the minutes of the April 14, 2009 meeting. Motion carried.
Also present: T.J. Litwiler, attorney for CN and Jeff Fischer, CN.
Mr. Litwiler gave a presentation on the CN tower proposal and a review of his written correspondence dated 12/3/09.
Mr. Schmitz and Mr. Koenigs both asked questions about tower heights and layout of the system in Oshkosh, North Fond du Lac, Lomira and beyond. Mr. Litwiler explained the need for line of sight communications. Mr. Wehner spoke and represented the concerns of pilots. Pilots feel that the tower is a fit that will work for pilots.
The existing tower in the North Fond du Lac yard is 160 feet in height and not strong enough to hold the new microwave antenna needed for train control or train communications.
Mr. Schmitz believed the Winnebago and Lomira towers should be raised to compensate for lowering the North Fond du Lac tower. There was no interest by the committee in pursuing lowering the North Fond du Lac tower.
Motion (Berger/Koenigs) to grant a 77 foot variance to the height limitation zoning ordinance. Roll call vote: Schmitz-aye; Berger-aye; Leasa-aye and Koenigs-aye.
Motion (Koenigs/Berger) to adjourn the meeting at 6:42 p.m. Motion carried.
