Child Support Services
All parents have a responsibility to financially support their children. The Child Support Agency operates the State of Wisconsin's child support program for Fond du Lac County. Our Agency helps provide establishment of paternity, child support orders, medical support orders, location of absent parents and enforcement of the orders.

Benefits of applying for Child Support Services include:
- No fee to submit Income Withholding notice to payers employer (normally $25.00)
- Monitor and enforce child support and missed child support payments
- Locate the court ordered payer and sources of income
- Upon request and if appropriate, review and modify the child support amount including:
- Reviewing support orders when oldest child emancipates
- Change in placement of child(ren)
- Change of employment
- Set additional payment to recover unpaid child support
- Federal and State tax intercept refund
- Judicial enforcement (contempt/criminal non-support)
- Administrative enforcement (lien docket, passport denial and license suspension)
Establishing Paternity
When parents of a child are not married, the Child Support Agency can help you legally determine the child’s father. This process is called “establishing paternity.”

Establishing Child Support
The Child Support Agency can assist in obtaining a child support and medical support order from a parent who is not living with or directly supporting his or her child.

Income Withholding
Child support payments will be automatically withheld from an employee’s paycheck provided the Child Support Agency has been informed of the payer’s employer.
However, all payers are ultimately responsible for making sure that payments are made. Payers are instructed to check their paycheck stubs to make sure that the appropriate amounts of money were withheld. If the entire amount of child support was not withheld, it is the payer’s responsibility to send in the difference to the Wisconsin Support Collections Trust Fund.

Finding Absent Parents
Child support has many tools to help find missing parents and to identify their income. For example:

The child support computer system, automatically checks and compares information with other Wisconsin agencies computer systems (such as the Wisconsin's Department of Transportation and Department of Natural Resources).

Child support has access to lists of workers that have recently been hired by employers across the country through the New Hire reporting program.

Child support can ask other states to find a missing parent if he or she has moved to another state.
Often, the best source of information on the whereabouts of a missing parent is the other parent on the case. If you have information on where the missing parent may be living or working, let your child support agency know. They will follow up on the information that you give them.
Modifying Child Support
Child support obligations are modifiable. You may request the Child Support agency review your child support obligation under the following circumstances:

It has been more than 33 months since the obligation was last reviewed

The modification would need to result in at least a 15% change of the current order, and the difference needs to be $50 or more a month.

There is a significant change in circumstances – such as legal change of placement or emancipation of an older child.
The Child Support Agency will collect financial information from both parents and will prepare a stipulation for both parents to sign or schedule a court hearing.
Our attorney does not represent either party; she represents the State of Wisconsin and is authorized to address the issues of child support and health insurance coverage as provided in Wisconsin State Statues.

Enforcing Orders
The Child Support Agency can assist you in enforcing your child support obligation. Our Agency monitors cases to ensure court orders are being obeyed. If the court order is not being followed, the agency will take action.
To use staff time and resources most efficiently and effectively, our staff uses their experience to choose which actions they take and when. For instance, we may write warning letters before we take a more drastic action. Some enforcement actions require due process and/or a court action.
