The Illicit Discharge Ordinance was created to provide for the health, safety, and general welfare for the citizens of Fond du Lac County through the regulation of non-storm water discharges into the municipal separate storm sewer system (MS4). A large map of the regulated MS4 area is available for viewing in the Code Enforcement Office during normal business hours; otherwise a small map can be printed online by clicking here: Illicit Discharge Area

Objectives of this ordinance are to:

  • regulate the contribution of pollutants into the MS4 by storm water discharges by any user,
  • prohibit illicit connections and discharges into the MS4,
  • establish legal authority to carry out all inspections, surveillance, monitoring, and enforcement procedures necessary to ensure compliance with the ordinance.

The Illicit Discharge Ordinance regulates discharges occurring into drainage ditches along federal, state, and county highways in the unincorporated areas of the county as shown on the MS4 area map.
